Dewberry is seeking a motivated Program Analyst for its Fairfax, VA office.  The successful candidate will prepare accurate and timely correspondence and reports to communities and FEMA for which updated flood hazard maps have been prepared. Compose routine letters, reports, or memoranda according to instructions or guidelines. Maintain accurate records to ensure community receives due process in the review of the updated flood hazard maps and that map updates are processed in a timely manner. Manage, track, schedule, and coordinate production of flood maps. Produce and/or maintain accurate records and reports. Coordinate with FEMA Headquarters, FEMA Regional offices, community officials, RSCs, other FEMA contractor staff, and in-house and FEMA on-site staff on a regular basis.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

1. As needs arise, must be able to deploy on at least one, 6-month or more, FEMA related post-disaster assignment during first 2 years of employment.

2. Serve as the liaison between FEMA, communities, RSCs, other FEMA contractor staff, and in-house and FEMA on-site staff.

  • Maintain contact with FEMA to answer questions and requests.
  • Contact community official offices to verify community contacts and update on processing of flood maps.
  • Answer questions regarding status of flood map updates.

3. Prepare correspondence.

  • Proofread and edit materials for accuracy, completeness, grammar, and format.
  • Prepare and send accurate correspondence to communities with appropriate maps/attachments.
  • Compose and edit legal advertisements.
  • Ensure timely and accurate publication of legal notices.

4.Process studies and appeal periods.

  • Send out correspondence and flood hazard maps in accordance with FEMA’s guidelines.
  • Ensure communities receive due process in the review of updated flood hazard maps.
  • Send correspondence notifying communities of NFIP requirements.

5.Verify community information, update databases, and prepare reports.

  • Maintain current records for flood map studies and prepare reports as assigned.
  • Organize and maintain files.
  • Compile data for reports in response to specific requests or instructions.
  • Handle and process mailings.

6.Support info requests and FEMA Library order coordination.

7. Perform other duties and responsibilities as required or appropriate.

 

DECISION-MAKING:

  • Prioritize work and select appropriate courses of action.
  • Make decisions on a wide range of issues and resolve conflicts in priorities.
  • Assure that the work meets quality and production standards by reviewing the work for accuracy and monitoring output.

CONTACTS:

  • FEMA Headquarters; FEMA Regional office; community officials; RSCs, other FEMA contractor staff; in-house and FEMA on-site staff; newspapers.
  • Primary focus is to obtain, clarify, give facts, information and plan, coordinate, and advise.
  • Maintain regular customer interface and contact with external and internal customers.

SUPERVISION RECEIVED:

  • Work assignments are essentially the same day to day.
  • Work is reviewed upon completion by peers. Guidance is given as needed in clarifying and interpreting policies.
  • Supervisor frequently reviews work on unusual or new assignments.

Required Skills & Required Experience

QUALIFICATIONS:

 

Graduation from a technical/junior college or better.

  • Strong knowledge of and competency in word processing (Microsoft Office Word, Excel and PowerPoint)
  • Ability to use business software to create media such as; letters, memoranda, presentations, charts, graphs, databases, and spreadsheets.
  • Knowledge of the format, organization, and composition of business letters, reports, and memorandums.
  • Knowledge of correct English usage and grammar.
  • Ability to proofread for accuracy, completeness, grammar, and format.
  • Ability to compose routine correspondence and compile reports.
  • Ability to select and compile data for correspondence and reports.
  • Strong written and oral skills.

Knowledge of filing and general record keeping.

  • Ability to collect, alphabetize, code, numerically rank, file, sort, and batch documents.

Meet schedules and deadlines of the work area.

  • Ability to determine work priorities.
  • Ability to make decisions and take appropriate actions.
  • Ability to assist others in solving work problems.
