Dewberry is seeking a Program Controls Manager to be part of the leadership team for the Alternative Project Delivery business unit.  The preferred candidate will have significant experience in the Public Infrastructure market and experience.  The primary focus will include overseeing the operation of large project/program controls teams that will include, without limitation, estimating, scheduling, document control, risk management, change management, reporting.  This position will interface with clients at the highest level.

Responsibilities

Responsibilities:

  • Create, implement and execute project controls plans to support contract requirements and the successful execution of project controls supporting projects
  • Develop or refine Project Management Plans and Project Financial Plans for submittal to funding agencies consistent with the project's needs and industry best practices.
  •  Establish and manage the project controls staff assigned to the project, including budget/cost estimating, scheduling, document control, risk management, and claims analysis functions.
  • Assists in or direct the preparation of specialty schedules, project labor forecasts, and cash flows.
  • Assesses the impact(s) of design/construction changes and schedule slippages and assists project staff in developing work-around and schedule recovery plans.
  • Resolve issues and provide consistency between the estimating, planning/scheduling, cost control, and scope/change control functions and deliverables.
  • Identifies trends and deviations and recommends corrective courses of action.
  • Recommends solutions or recovery plans for schedule/cost impacts or delays.
  • Communicates to project management the root causes of variances based on relevant analyses.
  • Develops and produces reports for the client and PM staff to monitor progress and status of the project, including input from the contractor.
  • Lead/support additional project efforts including third-party coordination (utility, right-of-way, environmental permitting, etc).
  • Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project and dissemination of information/reports/deliverables to the PM, client, and stakeholders.
  • Performs other duties as assigned.

 

Required Skills & Required Experience

Qualifications:

  • Bachelor's Degree in Engineering or related discipline desired, but not required with relevant experience.
  • 15+ years’ experience required in Project Controls, Cost Control or Planning & Scheduling
  • One or more of the following AACE certifications: PSP, EVP, CCP, CEP, DRMP
  • Public Infrastructure (Transportation, Water & Wastewater) in P3 and/or Design-Build experience desirable.
  • Experience in establishing project control systems and procedures.
  • Experience in preparing project reports and documentation.
  • EVM development, implementation, and analysis experience.
  • Advanced knowledge of cost management systems and practices.
  • High level of experience in scope/change management and claims mitigation and forensic analysis.
  • Advanced Microsoft Office skills (Word, Excel, PowerPoint, SharePoint).

 

Must have a valid driver’s license, good driving record and ability to pass a driving record background check.
